In a nutshell.. there are two ways of handling PICS..

1. PICS header in a HTTP file
   Each page has a META header with the PICS information
   contained in it. I would imagine that the adminstrator
   of the proxy cache would set some arbitary level as the
   higest level of ratings allowed to pass through the cache

2. Using a third party rating..

   This is where, for each URL the web browser/cache wishes to
   fetch, it first sends off a request for the rating of that
   URL from a third party site..
   Slow.. but a more controlled situation than above..

There IS C code around on the PICS pages for loading
PICS files and doing the access control
