I don't understand you question, but

TCP_IFMODSINCE is logged when squid returns that the object
is not changed with respect to it's cache (that is, the client
cache is up to date with the Squid cache).

A If-Modified-Since request is a GET request, with the additional
header If-Modified-Since. This is a "conditional" get to only get
the object if it is changed.
