Squid doesn't query my parent cache

I have encountered another interesting phenomenon: The only cache I
have added to the list is my parent cache, www-cache.rhein.de. When I
retrieve an URL inside *.de, squid asks www-cache.rhein.de in
SINGLE_PARENT mode.

When I access an URL outside *.de, though, squid retrieves the page
from the target host directly.

So my question is: Is this the expected behavior and where/how can I
change it, in case I want squid _always_ to ask www-cache.rhein.de.
