Stopping THEM using OUR cache!?

Having a look at last weeks usage stats I wasn't too pleased to see that
a university ( not a local one either ) was the BIGGEST user of our
cache.

My question is how can I control access to our cache to only machines
within our domain?

I tried this:

acl csiro src .csiro.au
http_access allow csiro
http_access deny !csiro
icp_access allow csiro
icp_access deny !csiro

but this didn't seem to work. I want to allow access to the .csiro.au
domain only.

HELP!!!!
