The splay function is called on each access no matter what. If it's the same IP
then no change is made to the tree.

Are you assuming just two hosts? If there are more then the tree will behave as
follows:

           5
          /
         4 0 5
        / \ /
       3 4 4
      / / \ /
     2 -> 2 5 -> 0
    / / \ \
   1 1 3 2
  / / \
 0 1 3

No more linked list. The top part of the tree will be the same no matter how
long the original linked list; ie if only rotating from min to max, they will
always only be two branches apart.
