You're right -- it's in "Advanced", on a button in the lower left corner
of that panel.

The help on Microsoft's web site lies too. It says you need to set up
both the manual and automatic proxies, but if you have the Automatic
config URL set to a valid location, you can uncheck the "connect through a
proxy server" checkbox in the Connections panel and leave all the manual
items blank.

It's rather obtuse, but I guess Microsoft didn't want to trumpet the fact
that they're using "*Netscape* Automatic Proxy Config" files.
