Check the squid-users archive. I sent a long message a month or two ago
discussing problems with making a PICS-compliant version of Squid.
Basically, PICS is cool but is 1) inefficient and 2) requires massive
self-rating, plus trust in the self-ratings, or a labelling bureau (which
will almost certainly not be free, as maintaining it is expensive).

If you can't find the message, let me know and I'll dig it up for you.
