I think if someone is going to write something like that, he could
better build a cacheconf.cgi-thing to configure squid through a
Webbrowser...

Huh. do you really mean 'users' or should that be 'hosts'?!
OK. Not nessecary. Squid can do both.

acl fmm user "/usr/local/squid/etc/fmm"

http_access allow fmm hora

should do it on users.

acl hora time 08:00-08:59
acl fmm src "/usr/local/squid/etc/fmm"

http_access allow fmm hora

should do it for hosts.
