   did someone write a script which analyses the version 1.1 access.log
   of squid for parent and neighbor usage and availlability statistics?

might want to try
 http://ircache.nlanr.net/Cache/Statistics/Hierarchy/hierarchy-stats.pl

   
which creates the stats at:
 http://ircache.nlanr.net/Cache/Statistics/Hierarchy/
   

not sure it's exactly what you want
but they're interesting anyway..
