Yes. But you might want to copy the whole directory first, in case
you want to co back to 1.1.10. Something like

   cd squid-1.1.10
   mkdir ../squid-1.1.11
   find . -depth -print | cpio -pdv ../squid-1.1.11
   cd ../squid-1.1.11
   patch < ....

You should

        make clean
        ./configure .....
        make all
        make install
