SSL_ports - what does this stand for?

Hi all,

I have recently set up Squid on a client's network, and was wondering what
the line
        acl SSL_ports port 443 563
is meant to mean in the squid.conf file. What are ports 443 and 563 used
for?

I was also wondering why I get an error 'Access denied' when trying to
access http://certs.netscape.com:443?
