Get a NOVM Squid (if not using already) and use it in proxy-only mode
with your main cache as default parent - you can make it fancier by
allow them access to local sites - which should do the trick.

Given a fair number of sites have uncacheable banner images, maybe a
Junkbuster proxy would be useful here.
