Parent algorythm

Hi,

I would like to know the algorythm used to select the parent.

I built a network of squid server and each one uses a different provider.
What I need is to know how a parent is seleted.

For instance, I have one for the US, one for the France, and one for the
Europe. How could I configure and optimise this? (I already use
cache_host_domain).

I also have a problem with a cache that only uses the half of its "cache
size" on the hard disk (2Go instead of 4).... any idea?
