That sounds utterly wrong, unless your system crashed or you killed #
squid rudely it should do something like this when shutting down
(from cache.log):

Make sure you have a sufficiently long sleep in your shutdown procedures
to allow the store.log being written...
And thus with a valid store.log present it should restart in
fast mode, on this lowly AMD K133 system it just takes this long:
