squid up, but can't get...

I keep getting errors in squid, and the lack of retreival for it.
If I were to type a url at the command line, what would the syntax be ?
In other words... if I type
http://www.hispeed.net:3128 http://www.hispeed.net/ it gives me an error,
and shows an incomplete url ... what am I doing wrong ????
