The short answer, yes.
The long answer:
squid does not ever decrypt the information stream. It only passes bits
and bytes back and forth. Therefore, the SSL proxy part of squid could be
used for more than just SSL. That's why the port restrictions for SSL are
in the ACLs of squid.conf...
