squid and Redhat5.0

Well

I have the following problem

I have to migrate a squid server to a dedicated machine under
linux.
The squid server is running on port 81 and i would like not to
change it.
I install my linux box with redhat5.0 and i set the cache_effective_user
to a user and a group that exist.

But when i launch the squid server i got the following message

1997/01/14 12:05:01| Squid is not safe to run as root! If you must
1997/01/14 12:05:01| start Squid as root, then you must configure
1997/01/14 12:05:01| it to run as a non-priveledged user with the
1997/01/14 12:05:01| 'cache_effective_user' option in the config file.
FATAL: Don't run Squid as root, set 'cache_effective_user'!
Squid Cache (Version 1.1.20): Terminated abnormally.

does someone succeed to launch squid on a privileged port
with REdhat5.0?
