Squid -z hangs indefinitely

I know this is probably basic and all, but I've hit a stalemate. What
does one do or check if running squid -z hangs indefinitely? It just
floats, doing nothing; no directory structure gets created. I have set
the ownership of the /usr/local/squid directory to squid, as well as all
the log files and subdirectories in it. Squid is my cache_effective_user.
I have created the squid user on my system. I have also dealt with group
permissions across the board.

What could be going on? I am running FreeBSD 2.1.6 and squid version
1.1.15.
