You can run cachemgr on any machine you want, just make sure to set up the
acls accordingly. You'll also probably want to provide some sort of access
control to the cachemgr CGI so that you can control who gets to see the
inner workings of your cache. Apache provides some simple user
authentication stuff that will let you do this (it's what I use).

We some creative ACL'ing it is possible to configure one machine to run
the cachemgr CGI and all the caches to listen to cachemgr quieries from
only that machine. The ACL syntax for cachemgr is explained in the default
squid.conf, all you need to do is change the IP and netmask associated
with it.
