Have you configured your squid server host to accept any traffic
destinated at port 80?
To test this, configure a host on the same network as your Squid proxy
with the routing pointing to the Squid host instead of your cisco
router, then telnet 1.2.3.4 80. If you get connected type something and
press enter to validate that it really is the Squid server you are
talking to.
When the above test works (you get connected to Squid), then move on to
configure the router to redirect port 80.
