Use ACL (acl aclname time [day-abbrevs] [h1:m1-h2:m2])

Yes.

here is an example (from squid.conf):

deny_info http://yourweb.server.foo/message.html WorkingHours
acl WorkingHours time MTWHF 08:00-16:00
acl GAME urlpath_regex game
http_access deny GAME WorkingHours

btw, I'm running Squid 1.1.20
message.html is the HTML document that contains your message
