You can't get a hit for non-ICP peers. But your squid should use the
parent if your neighbor reports a miss.

See your own squid access log as well. Squid logs how it tries to fetch
the pages, and from where (unless you use the common log format). You
should see several SINGLE_PARENT entries when the configuration is
working.
Also check that squid recognises your parent. There is a single one-line
message during start up if a parent is mis-configured (squid ignores the
cache_host line).

No, I don't think so. It is more likely a Squid configuration problem.
