diff between tree and splay

hello (again) everyone -

i just want to know the difference between tree and splay when used with
ACLs. when i upgraded to NOVM.21 (with the store.c.patch) with
-DUSE_BIN_TREE (as opposed to -DUSE_SPLAY_TREE; i couldn't use this option
for unknown reasons though i've been using it with other older releases),
all the computers that access the server were all denied. strange. this
never happened with NOVM.20 and older versions.

p.s. when i upgraded from .20 to .21, i used the same configuration files.
