Questions about USE_PROXY_AUTH

Can this option be used to force just one ip address to have to enter a
password and allow other users to connect without passwords?

I have compiled squid using the flag but when I run a reconfigure for
squid I get the following:

1998/03/27 14:22:24| squid.conf line 86: acl passwd proxy_auth
1998/03/27 14:22:24| aclParseAclLine: Invalid ACL type 'proxy_auth'

In squid.conf I have:

acl dummy src xxx.xxx.xxx.xxx
acl passwd proxy_auth
       .
       .
http_access allow dummy passwd
http_access deny all
       .
       .
proxy_auth /usr/local/squid/etc/htpasswd

Is there something else I have to do to get this to work?
I've looked around the squid site at the doco.
