Sibling configuration and firewalls

I have two Squid (1.1.20) caches running inside a firewall protected
network. The two Squids are configured as siblings. Access to URLs
beyond the firewall are sent to two parent caches.

cache_host netserv.munichre.com. parent 3128 3130 round-robin no-query
cache_host netserv2.munichre.com. parent 3128 3130 round-robin no-query
cache_host wxx2080.munich.munichre.com. sibling 3128 3130 proxy-only
inside_firewall munich.munichre.com mr-toronto.munichre.com

Is it possible to configure a the sibling cache inside the firewall in a
way that it tries to retrieve an URL from inside the firewall which is
not the local network from the other sibling first before contacting the
original server directly.
