The closest you can get to this (that I'm aware of anyway) is to run a
redirector that redirects downloads of the common big files (Netscape,
MSIE, Pointcast, probably new releases of some popular games like Quake)
to copies of those files that you've already downloaded on your local
web/FTP server.
