Firewall and CGI POST method

Dear All
        I have some problem with CGI request, especially with POST method. My
upstream ISP have set firewall to not allow all directconnect to WWW
server (port 80), allow only for highest proxy server. So my client
which use highest proxy server can use CGI (POST method) but user of
proxy server which a child ( or child of child) of highest proxy server
can't use CGI with POST method , it return "no route to host". I have
delete option hierachical stop list and cache stop list out , to make
proxy forward CGI GET method. But don't have idea with CGI POST method.
        Any suggestion ?
