If you do a make install after compiling Squid, it will install it for you
in ${prefix}/etc, most times that will be /usr/local/squid/etc.

Squid knows where to find it then (it's location is in the squid.conf)
and you may change that if you want the file somewhere else, see the line
"snmp_mib_path /usr/local/squid/etc/mib.txt"
