There are a number of options, one way is to use the RunCache script that comes
with the Squid distribution.

I use the following script, this requires that your cache directories are
already created. You could call this script from your rc.local script. Try
running it by hand first.

OPTS='-D'

        start)
                start-stop-daemon --start --verbose --exec
/usr/local/squid/bin/squid -- ${OPTS} &
        ;;
        stop)
                start-stop-daemon --stop --verbose --exec
/usr/local/squid/bin/squid
        ;;
        *)
                echo "Usage: /etc/init.d/squid {start|stop}"
                exit 1
esac

exit 0
