Use of parent based on client ip @

Hi,
I want to configure my squid (version 1.2) to use his parent cache only
when the client IP addresses is authorized.
Is someone know how to do that?.

I don't found how to configure 1.2 to fetch directly from a site when it
can resolve the name and forward to his parent when it can't resolved it
?
