Get onto the box where you are trying to run squid.
Telnet to proxy.des.ozemail.com.au 8080
If you cannot get a connection at all, then that's a problem.
If you get a connection type 'GET http://www.yahoo.com/ HTTP/1.0'
(without the quotes) followed by two carriage returns. You will either:

a) Get some sort of permission-denied message, in which case talk to
ozemail about getting access to the server.
b) Get the page.

If you get the page, set 'inside_firewall' to your own domain (and maybe
to 'none'). Set the cache_host up as:

cache_host proxy.des.ozemail.com.au parent 8080 7 default no-query

Restart squid. Check the cache.log to make sure that it can look up
proxy.des.ozemail.com.au (if it can't, diagnose your DNS problems).

Then try requesting something through squid.
