chpasswd

I am trying to install the chpasswd.cgi utilityon squid 1.1.22.

The interface opens on web browsers. However, when I attempt to change a
password the following error message is given:

Internal Server Error

The server encountered an internal error or misconfiguration and was
unable to complete your request.

Please contact the server administrator, rpearce@mail.syd.lto.gov.aus
and inform them of the time the error occurred, and anything you might
have done that may have caused the error.

Any ideas
