Have a look one nivo higher:

I quote:

" Full access to the cache registrations is not allowed due to reports
   of spamming. You may now search the Cache Registrations with our
   homegrown search interface. Also, the cache database is also queryable
   with 'whois':"

So...due to reports that spammers had an easy way of looking up
emailadresses of maintainers.

Specyfying a full top domain doesn't work for most toplevels, due to the
fact that it results in too much entries.
