Direct to Local Servers

With Squid 1.1.22 I was able to tell my Squid server to always get
local URLs without going to a parent. I did so by using the
following commands:

inside_firewall nebo.edu
local_domain nebo.edu

With Squid 1.2.23 I would like to do the same thing. However, it
doesn't always seem to work. Somethimes it goes direct buy it
usually goes to a parent.

acl local-servers dstdom_regex *.nebo.edu
acl all src 0.0.0.0/0.0.0.0
never_direct deny local-servers
never_direct allow all

I have also done tried listing each individule server as follows. It
didn't work either.

acl local-servers dstdomain www.nebo.edu
