nlanr access denied?

I am the admin of a newly revamped squid proxy that I inheirited with my
job. I have been using squid for over a year on linux, freebsd, digital
unix, and solaris platforms, but I cannot figure out why I am getting acl
access denied from nlanr caches configured as siblings or parents.

My cache is registered with pb and uc which my ip can be seen on the
config files:

For what its worth this squid is running on DU 4.0d and the squid version
is 2.0p2. Squid was compiled with egcs 1.1b.

I am also having a new problem with authentication but that is just a side
issue. Before I upgraded the os from 3.2 to 4.0 proxy auth worked fine
(its a simple user/pass lookup on a kerberos server to ensure that non
local ips accessing our proxy are valid staff/students of our university
so that they may access local library databases that are only licensed to
our students and employees). That however may just be something simple.

Any feedback would be greatly appreciated.
