A message like this usually comes about because you need the header files to
compile a program that uses functions that are declared in it. I am not sure
what header files they are. You will probably need to install the free-bsd
package that contains the header files for ipf development. If you do indeed
have the header files on your system then they may be in the wrong place and
you will need to move them to the place that squid is looking for them.
