SNMP on Alpha

Dear All,

Does anyone know how to overcome this problem:

[ayip@tomahawk ayip]$ snmpwalk -p 3401 kyoto public
Timeout: No Response from kyoto

Although my snmp and icmp port has already opened
(from cache.log)

1999/01/25 10:54:18| Accepting HTTP connections on port 8080, FD 57.
1999/01/25 10:54:18| Accepting ICP messages on port 3130, FD 58.
1999/01/25 10:54:18| Accepting SNMP messages on port 3401, FD 59.
1999/01/25 10:54:18| pinger: ICMP socket opened

Currently my machine running:
Linux Alpha 2.0.36 RH5.2
Squid Cache: Version 2.1.PATCH2
