This is probably because the machine the squid RPM was compiled on did have
setresuid implemented and your machine doesn't. This is not RedHat's fault.
Whoever built it probably had linux kernel 2.2. The RHCN stuff is very much
bleeding edge and at your own risk.

Instead try rebuilding it from the SRPM. That should make it correctly for
your machine.
