FTP Problem with one particular site

I seem to be having a problem with one ftp site. I can retrieve the
file listed below if I go through the TIS http-gw proxy, but when
attempting to use squid, I get the following error.

ERROR
The requested URL could not be retrieved

An FTP protocol error occurred while trying to retrieve the URL:
<ftp://ftp.cgvb.com/pub/vbtt/ucsd/vb2lab2.pdf>
Squid sent the following FTP command:
        nothing
and then received this reply
        nothing
This might be caused by an FTP URL with an absolute path (which does not
comply with RFC 1738). If this is the cause, then the file can be found
at <ftp://ftp.cgvb.com/%2f/pub/vbtt/ucsd/vb2lab2.pdf>.
