squid serving two ports - ACL question

Hello,
i would like squid to run on the two ports 3125 and 3128.
The users connecting to 3128 should only have access to a limited number of internal sites.
The users connecting to 3125 shoul have access to all sites.

Is this possible without starting squid more than once, with just one configuration.
