Error when running squid

Hi,
        It seems like Squid doesn't like me much. I got it to run,
but it exits after a few tries. I'm looking at the cache.log and this
is what I'm getting:

1999/05/25 09:45:36| commBind: Cannot bind socket FD 36 to *:3128:
(98) Address already in use
FATAL: Cannot open HTTP Port

I did "netstat" and there is nothing running on port 3128, so I don't
understand what is going on.
