No, it won't make any difference.

Deny access to manager from all source addresses
or
Deny access to manager

is the same thing.

Remember that ACLs listed on an access line is AND, and successive
access lines are OR logic.

deny|allow if acl1 AND acl2 AND acl3...
or
...
