squid -z won't run

Bone-headed question:

I've installed squid-2.2.STABLE3-src.tar.gz but I'm having some problems
getting it to run.

As discribed in the Faq:
- I created a user and group with the name `squid'.
- Unpacked the source into /usr/local/squid/scr
- Modified the squid.conf file to the faq's recommendation

Then, as the squid user, I tried to run squid, ala
/usr/local/squid/bin/squid -z

But this gave me a `command not found' error.

Next, I tried to run `RunCache &' but that simply tried to run squid
every 30 sec. or so, without success.

Here is the directory output, which may be useful for file permission

My question:

Shouldn't I be able to type `squid -z' and have the file launch and
create its swap directories etc?

This is quite frustrating and any help would be most appreciated!
