There is a known bug in the FTP support that causes this on all kind of
aborted requests.

HTTP is not known to cache partial objects.

When the IP connection is unexpectedly lost you may have to wait
read_timeout time for Squid to timeout the connection, or enable TCP
keep-alives. Until the connection is timed out any clients may jump on
the same retrieval, possibly causing the symptoms you describe.
