You are probably correct. The FD_SETSIZE check in main.c should be
surrounded by #if !HAVE_POLL

#if !HAVE_POLL
        if (FD_SETSIZE < Squid_MaxFD)
            Squid_MaxFD = FD_SETSIZE;
#endif
