Changing local time

I have a problem with the time on my RH linux 5.2 box. From the control panel I
set for for example the local time at 1200 hrs. And thus issue 'date' I see

Thu Jun 3 12:00:06 PHT 1999

When I do shutdown and reboot my machine however I am suprised that my local
time has changed and has advanced to 8 hrs. more, i.e.,

Thu Jun 3 20:10:06 PHT 1999

This is strange. What do I do such that my local time is kept event after
machine reboot?
