"src" will catch your client adresses.
This is not what you want, is it?

So try:
acl local-servers dst x.x.1.0/24
                  ^^^
BTW: You probably don't want to cache your
local servers, so you should add

no_cache deny local-servers

to fully emulate local_ip.
