FTP with Transparent Proxy

Hi.
I am using my Squid as transparent Proxy.
I do it by redirecting port 80 requests from cisco.
I want my users to be able to use FTP, so I
redirect 21 port also, and I make Squid to listen
to that port also, but this does not work.

Does anyone has any idea about how I can fix it ?
