icp port unusable

Dear all,
I have 2 proxies, one is parent and the other is child, the parent is on
different subnet, the parent is working fine, I can't use the icp port
for
the child proxy to make it pull and receive requests from its parent
proxy.
I get when I run squid:
FATAL: Cannot open Outgoing ICP Port
FATAL: Cannot open Outgoing ICP Port
FATAL: Cannot open Outgoing ICP Port

Note that I have in my squid.conf the entry: cache_peer
host_of_theparent_
8080 3130
If I run the child squid with -u 0 (icp_port disabled) it works fine
BUT by itself without sending and receiving to and from the parent.
Any ideas???
