Dynamically Changing Refresh Patterns

I'm not sure if anyone is working on such a tool or not, but I thought it might
be a good idea.

The idea would be to monitor the traffic which Squid gets, rate of changes
across various sites and file types and modify the refresh patterns
automatically.

For example:

Over the course of 20 days, Squid gets the URL 440 times:

http://www.static-data-r-us.com/

The monitor notices that the content from static-data-r-us never changes except
for dynamic.cgi. The monitor recommends www.static-data-r-us.com have a
refresh_pattern minimum bumped up by x minutes and the max bumped up by y
minutes. The montior then notices that 100% of it's .cgi requests to any site
are dynamic and doesn't create a specific rule but generalizes .cgi
refresh_pattern.

I know this is a bit vague, but it's just a rough idea.
